Those who staged this crisis event are directors, writers, PR, and crisis actors. They're professional and contracted to stage these events. They hire their crisis talent moths in advance and have roles for those that die off preplanned. After the event, they immediately have teams of people who flood the internet through web posts and forums to enhance and keep the narrative going to make it more believable. They pay people to debate conspiracy theorists in forums and the people are trained to overcome objections with a script. Essentially they're selling lies to the naive.
