OP, which state did you decide on, if you don't mind sharing?

Detroit's fucking freezing. San Antonio is hot as fucking hell. The people don't matter. I never interact with them anyway. They problem is, they like interacting with you, especially if there are more of them then there are of you. They also like interacting with your stuff, especially if you aren't home. Consider Costa Rica, MUCH superior to Puerto Rico.
