I use the bent metal rod method to find underground utilities and water lines on job sites. works 100% of the time. You can actually dig down with a shovel and the utility is there. think it has something to do with previously disturbed soils. as for finding actual water underground, not sure if it is possible to validate without drilling a well, even then the water may have been there anyhow.
