Perhaps people are coughing because of a cold or an illness they have. I know someone that has to constantly be clearing their throats due to a throat issue that can't be treated by surgery. If you didn't know that this person had a throat problem, it would drive you nuts being around them for any length of time. Once you understand why they're doing it, you can pretty much filter it out like you can from the sound of an a/c being being on or cars driving by.
