The original draft also included the conclusion that it was “reasonably likely” that “hostile actors” accessed Clinton’s private email account. The edited draft was later changed to reflect that it was only “possible,” such scenario occurred.

1) Exonerate Hillary
2) If Hillary lost, to frame the incoming President with either a criminal act or impeachment

1) Exonerate Hillary
2) Help Hillary get elected
3) If Hillary lost, to frame the incoming President with either a criminal act or impeachment
