In fact such a woman looks even better than she already appears if she's modestly dressed; by Western standards. Watch a pretty girl's legs as she passes wearing a dress that reaches mid calf. Damn nice. Under fabric cleavage takes care of itself; there's no reason to show the skin of the breasts. Men happily fill in the blanks, and are glad she's a lady.
Fine clothing that becomes a woman's features and figure improves how well a woman appears, if she chooses to be dressed conservatively.
