Gov. Mike DeWine announced Monday that he has declared a state of emergency in 63 Ohio counties where severe weather damaged highways last month. Among the counties are several in Northeast Ohio: Cuyahoga, Geauga, Lake, Lorain, Medina, Summit and Portage.
