Well, there's part of the problem. Fentanyl has the potential to be weaponized given the insanely small dose that can kill you. Toss a teaspoon sized amount into a buffet food bar and you could kill dozens. Introduce it at a food manufacturing plant and you could kill thousands. Hell, go the to the top of any high rise building and toss a baggie of it into the air and you could again kill thousands by inhalation or skin contact.

It is the first drug that's produced in massive quantities that could be used as a terrorist weapon. It's easy to get, beyond cheap and available in amounts that are staggering.

That's why Duterte has his own war on drugs. Kill the importers and dealers on site. Most of them of Chinese or other foreign nationals.
