A puppet government was then setup which later petitioned for annexation. However, the annexation was never ratified. Even the vote for statehood was completely illegitimate in that the plebiscite only contained 2 options - become a state or remain a territory. There is suppose to be the third option of returning to sovereignty.

Hawaii was a neutral nation under the protection of Great Britain - hence the flag similarities.

Hawaii, Japan and China were in negotiations to form a united Pacific Union but delayed due to outside influences creating trouble for Japan's emperor and thus distracting his attention.
