There over 800 FEMA camps in the United States, all fully operational and ready to receive displaced/subversive people. They are all staffed by full-time employees, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law or (Executive Directive 51) need to be implemented in the United States.
The FEMA camps all have railroad facilities as well as roads leading to and from the camp facilities. Many also have an airport nearby.
Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.

"Executive Directive 51" created and signed by President of the United States George W. Bush on May 4, 2007, is a Presidential Directive which claims power to execute procedures for continuity of the federal government in the event of a "catastrophic emergency".
