In countries like Canada and Russia, you have to vote in your neighbourhood on a paper ballot. Your ID is checked and your name crossed off the voter list by poll clerks from your neighbourhood. Those same poll clerks count the ballots on site. They never leave the building. Representatives of the candidates watch the polls all day and watch the ballot counting.

The driver's license does not state your legal status in Canada, they are issued by Provincial governments. You can get on the voter list if someone vouches for you, you show a driver's license and a piece of mail with your address. It is a piece of cake to vote without being a citizen. I have been trying to make Canadians aware of this since the Paul Martin election, and it always falls on deaf ears. Stephen Harper tried to tighten the rules. It is always the Liberals who cry. Yeah, if you believe that, you are deluded. What about the robo calls, Pierre Poutine and Del Mastro? When I tried to point out the irregularities to the Officer at the polls, I thought the Conservative reps would back me up, but they didn't. The scrutineers from all of the other parties including the NDP sided with the officer. ALL of the parties engage in shady election practices, and none of them are really interested in doing anything about it, they just talk the talk at election time and then forget about it until the next one.
