He is trying to ask questions or give info that makes people think about the cabal, especially about its INTERNATIONAL aspects, and how large it is. That it's not just the Bushes or Clintons or Obama or the usual suspects, but a lot of people on an international scale, involved in a very large enterprise of various highly illegal activities. By presenting this as a puzzle to solve, or series of puzzles, he's getting people to think about who and what the actual conspirators are, and what they involve and the scale of operations.
