Opponents of Bulgarian eurozone membership are on stronger ground with their concerns over the rule of law. Eleven years after joining the EU, Bulgaria is still subject to a special EU monitoring designed to strengthen the independence and effectiveness of its judicial system, but progress has stalled. A review last year identified 17 outstanding areas where action still had to be taken. No senior figure has yet been convicted of corruption despite repeated scandals, including the 2014 collapse of the country’s fourth-largest lender amid what appears to have been a clash between rival business clans."
