Just a guess. Or maybe "The White House" implies more of a team, and less of a one-man show like the seal. We were watching a Trump rally a couple weeks ago, and people in the thread thought it odd that the Presidential seal was on the podium when Jr. was talking, an obvious mistake. Then it disappeared for the next speakers, and then the VP seal was attached for Pence, and then the Pres seal again when Trump appeared. I don't know. Maybe it's protocol thing.
