Avermectins are used as antiparasitic agents in domestic animals; although considered relatively safe, one must consider animal species, breed, weight, and age in dosage determinations.In January 2006, two canines were presented to the UK Livestock Disease Diagnostic Center after dying from suspected ivermectin overdoses [30-50 mg/kg body weight]. To confirm this clinical diagnosis we developed a rapid, sensitive semiquantitative ElectroSpray Ionization-Mass Spectrometry (ESI/MS) method for ivermectin in canine tissue samples. Pharmaceutical ivermectin contains two ivermectins differing by a single methyl group, and each compound forms interpretation-confounding adducts with tissue Na(+) and K(+) ions. We now report that ivermectin administration was clearly confirmed by comparison with standard and dosage forms of ivermectin, and simple proportionalities based on mass spectral intensity of respective molecular ions allowed semiquantitative estimates of injection site tissue concentrations of 20 and 40 microg/g tissue (wet weight) in these animals, consistent with the history of ivermectin administration and the clinical signs observed.There is a distinct need for both rapid detection and confirmation of toxic exposures in veterinary diagnostics, whether for interpretation of clinical cases antemortem or for forensic reasons postmortem. It is vital that interpreters of analytical results have appropriate guidance in the scientific literature and elsewhere so as to enable clear-cut answers. The method presented here is suitable for routine diagnostic work in that it allows rapid extraction of ivermectin from tissue samples, avoids the need for high-performance liquid chromatography and allows ready interpretation of the multiple ivermectin species seen by ESI(+) MS/MS in samples originating from veterinary dosage forms.

Rural Kinney County, where Brackettville sits, has become a major thoroughfare for illegal immigrants trying to avoid law enforcement. The county shares just 16 miles of international border with Mexico, but sits between Del Rio and Eagle Pass—two major illegal border-crossing areas in Texas.

The Kinney sheriff’s stable of six full-time deputies has been beefed up by constables and deputies from Galveston, but with 1,360 square miles to cover, it’s an insurmountable ratio. The Texas Department of Public Safety (DPS) has had an impact, catching smugglers on the roads and illegal aliens on ranches, but still, they’re outnumbered.

Meanwhile, Sam Hall, the founder and president of militia group Patriots for America, has spent the past week in Kinney County.

“What we’ve seen is an invasion of this county,” Hall said during a county commissioner’s meeting on Oct. 18. “What we’ve seen is residents that are scared to death right now, and they don’t feel like they have support from the state.”

The World Health Organisation, about which one could read in the media before the Corona crisis sentences such as “The WHO is itself on the Gates Foundation’s money drip“, writes in its news article “WHO issues new recommendations on human genome editing for the promotion of public health“ on the modification or manipulation of the human genome (1-3):

„Two new companion reports released today by the World Health Organization (WHO) provide the first global recommendations to help establish human genome editing as a tool for public health, with an emphasis on safety, effectiveness and ethics.

The forward-looking new reports result from the first broad, global consultation looking at somatic, germline and heritable human genome editing. The consultation, which spanned over two years, involved hundreds of participants representing diverse perspectives from around the world, including scientists and researchers, patient groups, faith leaders and indigenous peoples.

‚Human genome editing has the potential to advance our ability to treat and cure disease, but the full impact will only be realized if we deploy it for the benefit of all people, instead of fueling more health inequity between and within countries,‘ said Dr Tedros Adhanom Ghebreyesus, WHO Director-General.“ (emphasis added)

It is therefore a „good thing“ that since its last amendment, the genetic engineering law in Germany no longer includes all living beings as before, but now “all living beings except humans“.

The WHO, on the other hand, is apparently rock-solid in its assumption that „its recommendations“ on DNA manipulation will be implemented worldwide, although the population does not yet know anything about it. This is what the above-mentioned communication of the World Health Organisation says:

“The recommendations focus on systems-level improvements needed to build capacity in all countries to ensure that human genome editing is used safely, effectively, and ethically.“

Overview
The recent application of tools, such as CRISPR-Cas9 (clustered regularly interspaced short palindromic repeats; Cas9 nuclease), to edit the human genome with the intention of treating or preventing disease and the gaps in our scientific understanding, in addition to some of the proposed applications of human genome editing, raise ethical issues that have highlighted the need for robust oversight in this area In December 2018, WHO established a global, multidisciplinary expert advisory committee (the Expert Advisory Committee on Developing Global Standards for Governance and Oversight of Human Genome Editing, hereafter called the Committee) to examine the scientific, ethical, social and legal challenges associated with human genome editing (somatic, germline and heritable).

The governance framework on human genome editing, along with the recommendations of the Committee, form a set of two publications that provide advice and recommendations on appropriate institutional, national, regional and global governance mechanisms for human genome editing. A position paper on human genome editing provides a summary of these two publications.

The Committee produced a series of recommendations in nine discrete areas: 1. Leadership by the WHO and its Director-General; 2. International collaboration for effective governance and oversight; 3. Human genome editing registries; 4. International research and medical travel; 5. Illegal, unregistered, unethical or unsafe research and other activities; 6. Intellectual property; 7. Education, engagement and empowerment; 8. Ethical values and principles for use by WHO and 9. Review of the recommendations.
