I do not know why you think this, most president do this type thing when something in a country may want help. You let them know they can call on us to help. It is not the first time nor probably the last time we as a country have a president do his. It just part of what our country has always done. We help North Korea when the atom bomb blew up on a train, we help Iran when the earthquake caused so much problems, South American and many more countries when we can help them. I thought this was common knowledge.
