The FBI report states that this is the biggest website ever shut down, however, their own numbers indicate otherwise.
According to the FBI, this website averaged 6 transactions per day during the three years it was operational. Just six per day. [

We see the 7,300 transactions and think "these people are sic!" But if this is the biggest site, that number is very low. Example, when the Elysium was shut down in 2017, it was not the largest site and yet, it had over 82,000 members. Just six per day? [

Once set up. You would need to fund it. You would have to rent space, buy a server, pay someone to operate it, etc. The site would not be for profit, but would need to be funded, it would need say $240,000 a year to operate. Do the numbers make sense now? [

This was not the biggest website shut down because of the number of users or the amount of money it was making. This was the biggest because of who is involved and the content of the site.
