Here's my theory.....

RBG is gone. We have control over some-one/thing pretending to be her (nothing else makes sense as to why the other justices aren't speaking up about her strange comings and goings - appearances/etc.).

As such, this reversal/change in rulings/etc. allowing one thing one day - putting a "hold" on another day.....

I think it's all Trump playing with his laser pointer....cause the Dems don't DARE say that they know she's dead, but they're pretending she's alive so he doesn't get to appoint another justice....so on he goes! Playing them like a cat and a laser pointer.

Edit to add: I don't think they're EVER going to see his tax returns.
