I think it's a kid also, Stands just about even with the top of the drivers window, and runs like a kid!

The run got me, much more than the height. Saw a picture elsewhere of the perp, and it is a man. Apparently he is threatening to shoot more police! That's one little man, I too thought it was a kid.
