Update: so yesterday we had a meeting to determine my mum's future and it was decided she stay where she is because her condition hasn't improved.
She was part of the meeting, at my request, and after all 3 scenario pros and cons were presented, she was asked what her thoughts were and she said that while she wanted to go home, she knows that she has problems and that in 5 years time they may be much worse and what would happen then, so she said she was happy to stay there and they are happy to take her.
Huge weight off my shoulders that she is able to understand the situation and be ok with it, (even if she might not remember tomorrow).

It seems it was the 2nd mini-stroke that caused it and not the urinary tract infection she had at the same time. We decided at the last meeting to wait a while to see if it was likely to improve but it didn't.
She needs to keep her blood somewhat thin, I guess. I never heard of anyone having strokes from urinary track infections, unless she has some thin veins in her brain, or thick blood, which there are many thinners to use. I had one mini stroke which part of my brain I am not sure except it hurt my speech center and my ability to write a sentence. Doing it right away, and worked very hard to rewire my brain. Likewise, I was working right away on the speech part because if you know it stood to reason it wound work, yep even with a stroke I do this, so I beat on everything like floors, cabinets everything until the word for it was right.
I don't know what part of her brain was hit, sometimes it is the face, speak centers and a bit more, eyesight, or just sides of her body which affect her control of that side of her body. This does not mean if you can be worked on. It just means finding the correct way to do it.
Music of some type work well and then as I did, the computer and working on it, I did it right here on godlike production just writing what I could, more old English sound than regular, word there was a break through, when some lovely person said, She is trying to write or communicate, oh yes that was my break through moment. This was my goal, it was the first goal, my thinking was fine except putting it down on anything. I used the spell checker which helps, I use the other helpers, I can work some without it now, not as good as it should be, I am not complaining.
My sister had a stroke and couldn't speak, I told them get her a pencil and paper, so they found out she was all there, she is fine now, she had a blood vessel in her brain blew that popped and caused a lot of problems, she survived. That pencil and paper help her speech to return somehow. I call it rewiring, for want of a better explanation.
