The USSR had MIRV technology before the USA. Meanwhile they funded nuclear freeze groups in America and allegedly.funded some films to scare the public.

It was though that the USSR would risk a first strike as it was their best hope versus a retaliatory strike. I seriously doubt the US would ever dream of a first strike.
