I am almost certain that it's easier to get licensed as an importer than a producer, especially considering the multi-layer gubermental hoops you have to jump through here in Amerika. Of course, you'll have to deal with protectionist legislation and tariff taxation of imported goods. But at least you'll get up and running faster. |

If you use only apples, pears, herbs and spices then you are a true Cider producer at the lowest tax rate. If you add any other fruit juices for flavoring you fall under wine at a higher tax rate. If you carbonate said fruit wine, you hit the "champagne" tax rate that is really high.
