Where was the parental supervision here? This kid was a minor and was mentally ill, so why were guns even allowed in the home?

Why wasn't he told he had to get mental health help? Why weren't his guns taken away by his mom/parents the first time he used a weapon on her in a threatening manner?

I'm not trying to blame the mother or this other woman, but it seems like the parents were completely checked out to lunch.
