My guess is that the caravan from Honduras will be flown in overnight under the cover of darkness, and may already have been flown in to Canada near the border. They now need the vehicles to transport them across Washington state to temporary facilities until they are given more permanent housing. If kids in your district are on Spring Break, the school buses provide a good cover. There were reports of similar tactics used during the "Syrian refugee crisis," where they were reportedly flown in on UPS flights and boarded onto various guarded bus transports. There was video showing these buses moving these people into the country in the middle of the night to avoid the cameras and eyes of protestors trying to stop them from coming in. Can't find those videos anymore, however, as they appear to have all been removed from YouTube.

It's Sunday now, and all is quiet on the Western front.
A double tanker was refilling the underground tanks at the gov't refueling station yesterday, otherwise everything seems normal.

Don't know what that was all about...

Well under an emergency the military and law enforcement and emergency services gets first dibs. And with JIT then inventory is artificially low. So when the first demand is larger than normal, the problem tends to cascade.

The worse case scenario this time of year is low levels of chlorine for water treatment. When cold then coal for utilities. Chlorine inventory is typically two weeks max so that can shut a city down.

maybe they wanted the fuel to last from April 2018 til now?

that is when they bought the panic fuel.
