Well, he points his finger at the right culprits, but his definition of "terrorism" is too all-encompassing. A Republic of Laws with a government bound down by a bill of rights and a Constitution of orderly agreed-upon procedures is not terrorism. Threat of punishment for misbehavior is not the same as terrorism. All government is "Force" but not all force is terrorism. Without enforcement of the Law, there can be no Liberty.
