I need help in regards to recent smart meter installation at condominium ( multi-unit community).

There is a rule of thumb that to double the range of a radio transmission you have to quadruple the power which also means the effective power drops quickly with distance. If you can remediate the closest meters that might be enough.

Of course the sneaky bastards at the utilities probably have a 'high-power' option that they can set so that they don't have to get out of their trucks if someone wraps foil around a meter.
