It has been reported that Peter Navarro, Trump's top trade advisor recommended the professor who has been reported as a CIA/FBI/MI6 operative who set up meetings with Pappadopolis and Carter Page during the campaign to ensnare them in Russian collusion for a top White House position.

Peter Navarro, according to his profile on Wikipedia:
Navarro ran for office in San Diego, California three times as a Democrat. In 1992, he ran for mayor as an independent, finishing first (38.2%) in the all-party primary, but losing (48.0%) to Republican Susan Golding in the runoff.[25] During his mayoral campaign, Navarro ran on a no-growth platform.[26] In 1996, he ran for the 49th Congressional District as the Democratic Party nominee (41.9%), but lost to Republican Brian Bilbray (52.7%).[27] In 2001, Navarro ran in a special election to fill the District 6 San Diego city council seat, but lost in the primary.[28]
Navarro supports President Barack Obama's phase-out of incandescent light bulbs, the adoption of wind energy, and carbon taxes in order to stop global warming.
But that is not the big news regarding this guy. It seems he was under investigation in 2012 by the FBI. Did the FBI turn this guy into an informant? He is the reason behind Trump's campaign rhetoric on China. He commissioned polls to learn that Chinese trade was a hot button to the population.
Here is what happened in 2012.
" Bauder suggested independent auditors should have raised eyebrows over such irregularities, as well as $1 million that UCAN received from steel manufacturer UCAN for a documentary film critical of China. UCAN in turn paid the $1 million to former mayoral candidate Peter Navarro to make the movie based on a book he co-authored. UCAN also lost money investing in a hedge fund run by a Navarro associate.
According to Bauder, a reliable source informed him that Shames did not disclose the pass-through deal on the filmmaking expense. The board found out and withheld $400,000 and Navarro threatened to sue, Bauder reported. “One board member said the original deal smelled of money laundering,” he added."

The FBI was launching an investigation into Navarro and his wife yet there is no news of it ever being resolved.
"The FBI request appears to center on many of the allegations lodged by David Peffer, the UCAN staff counsel who authored two highly critical memos addressed to the board of directors.
According to the subpoena, federal agents want records related to UCAN’s dealings with UC Irvine economics professor Peter Navarro; a company Navarro co-founded called Death By China Productions; Navarro’s wife, Leslie W. Lebon; Nucor Inc., a North Carolina steelmaker, and two company executives; and a firm called Red Rock Partners."
