It is the Kremlins propaganda mouthpiece and while they did originally push the story to berate the UK, they soon realised it went against their usual pro Islam propaganda of Muslims being peaceful and Englishmen being evil Islamophobes. Painting Tommy as a decent guy put them in a bit of a bind.
