You can pass a lie detector test by making the machine think you are lying even when you are clearly telling the truth.

Considering this is APEX TV we're talking about, he probably DIDN'T pass the lie detector test. Also, there's a lot of issues with his story.
First of all, if he is from 6491 and his time machine breaks, the aliens would have him picked up before he can make it to any APEX TV nonsense. On top of that, you can't just go to another planet and find intelligent life or not. The odds of that are incredibly slim due to the very factor that he mentioned brought him here.. Time Travel. You would have to first go to the planet, and then go back and forward millions of years to check if there was ever any life on the planet, and unless you know what to look for you would probably miss it. It's incredibly unlikely.
Secondly, he said that he has some alien friends. That an easy theory to test, because there's enough aliens flying around in our time to test it out. A space alien with the capability to travel through the stars clearly has time travel/inter-dimensional technology, so they would be so far advanced that unless you're going to let them chip you and take over your body as a mindless slave, they probably aren't going to bother with this "friendship" stuff. Didn't we learn that during the alien abduction phenomenon?
It's not surprising that the guy's story is bogus, though. Usually the stuff on APEX TV is bogus. Probably just alien disinfo.

According to "Operation Mind Control" a person can be programmed to believe something that is FALSE to be TRUE.
