In my opinion the best movie villain is from Memento, because you don't know who the villain is.

but how do you develop the character of the villain if no one knows who he is? (i haven't seen the movie)

I would say the Holy Trinity of movie villains will always be Darth Vader, Hannibal Lecter, and Col. Landa. What all 3 have in common is that they were very complex, mysterious characters; they weren't simply evil for the sake of evil. And all 3 of them loved to play mind-fucking games with their victims.

We have been told we are watching a movie (in this timeline) therefore I have added Jacob Rothschild as the ultimate villian.

Kergan from highlander was great. Don't know if you can call R L erney from full metal jacket a villan, but he was good. Naturally Darth Vader.

I don't know about movies.. but TV series it's hands down Boyd Crowder.. I tried to get that sumbitch for 6 seasons.
