It's not a very well traveled road. Civil cases you can file yourself quite readily. Normally, courts issue the arrest warrants. Citizen's arrests are possible, you'd need to be sure you are in the right and everything is done "by the book". If POTUS can't get things going, Joe Redneck might have to take care of these things.
