Who owned the land before in California, Nevada, Utah, New Mexico, Arizona, Texas, before it was stolen in the Spanish American war?

Who was living there, who was panning Gold in California, planting crops, farming for decades?

Easy answer Native Americans, and Latins, many lived peaceably alongside each other.
