Reverse this situation. If a Chinese or Russian aircraft carrier came strolling through US territory the US government would be on every news network threatening to "Nuke" them back to the stone age. The US is the only country to ever nuke another country.

If Chinese or Russian aircraft were to take off with the intention of attacking the US mainland, the US military would know before they had even travelled half the distance and would have ample time to prepare a response. If the planes take off from a mobile platform, the lead time for preparing a response is significantly reduced...

Also, 5000 sailors attacked is a horrible thing, but preferable to a city of millions. The US reaction will likely be similar regardless.
