The lawsuits brought by Strzok and McCabe against the FBI are definite proof and insurance that they will never see jail. Any attempt to indict them now would reasonably be interpreted as retaliation for the lawsuits. And conversely, they can reasonably assert that if they had actually done anything wrong, they would have been indicted by now.

They will win their lawsuits. And in fact, that is exactly what Wray wants.
