Because it's bullshit. She was not the founder of SES. She was one of the charter members. There were 6,700 charter members.
There's nothing nefarious about SES. It's simply a pay grade classification with qualifiers, similar to CEO & CFO in civilian corporations. Search SES at usajobs and you'll see.
