"He has to create the record for history. All Presidents do adresses from OO. Notice he decided the drop the Emergency Powers leading up to this and said he'd like to try to do diplomatically. The speech was to go on record and make the case and cement his diplomatic efforts and optics. This is max viewership, did people want him to go on tv and rant like the campaign trail? No other Presidents are so scrutinized as he. These are like the infomercials of Presidents. If he didn't do it as calm and as sedated as he did it would be fodder for upcoming shiz.
