Very interesting! I have grown garlic, with bulbs, and I have grown garlic, that was only the greens. However, I cannot account for either situation, because I was growing garlic with rosebushes - supposed to keep various problems away from roses. I remember some years having bulbs, and other times just greens, but don't recall when or way and I know I had no idea at the time - just looked at them, said "Hmm" and kept on going to the next task.
