You need to use ham radio to do that. General family band radios don't go very far. 2-3 miles.

Ham radios can use repeaters just like your cell phone to send/receive from anywhere.

Buy Baofeng Radio. Buy repeater book. Learn how to connect to repeaters and memorize it! (Youtube) Done.

It's illegal to send (broadcast) without a ham radio license but you can connect to different repeaters and listen.

In a SHTF scenario I don't think it would matter.

5 Watts max power will not because the frequency band is loaded with 100 Watt truckers all around the globe.
Your signal cannot break the noise floor.
