Heaven is the essence from which our souls came and will someday return.
Earth is hell.
You get reincarnated over and over until you achieve enlightenment and your soul is able to break free and return to heaven.
What Jesus is saying is that someday, after many incarnations, even the evil doer will get to heaven.
