If that's the case, how could a state set a law that is contradictory to that? I even saw a thread the other day where the "city council " had passed a law. That is not how it works. The member of the House of Representatives in that district is supposed to go to the City Council and hear their ideas and then takes that to The House of Representatives and if passed there it moves on to the senate etc. There used to be a process in place in order to stop any one group with "special interests" from just taking over.
