Some beings had already had some awakening before the reset so they could remember past the change. They then reintroduced a code, a glitch into the system, because they couldn't be fully controlled. Their connection to their higher selves was partially restored and that intuition can't be tampered with even if the "psychic" powers can be taken away with a frequency fence.
