To be sure escalations of shelling along the LoC don't lead to evac of embassy personnel. But, this is not general warfare. If it were to escalate to the point of an invasion of one country by the other embassy people would be evac'd.

Pak and India would inform other countries of the possibility prior to nuclear engagement.

You simply don't kill diplomats. Recall what happened in 2001 when pak attacked the indian parliament through these same terror groups. Escalation was immense. Both sides brought up reserves, deployed their nukes and released some to local commanders. Embassies were informed, many evacd. George, the younger, acheived the greatest foreign policy win of the 21st century when he sent generals to islamabad and delhi and brought them back from nuclear war.

Seemed to take forever to prepare the gun for firing, but what fascinated me was the funny little men with their funny little movements - good Lord that must be horrible on the body! I'm no expert when it comes to military equipment (to say the least!) but just going by what the article says, they're using this particular gun (a heavier calibre weapon than they've used before) in response to Pakistan also recently using heavier calibre guns:
