The very bottom leaves will have less thc to begin with. The farther up the plant you go, the more that changes to more thc until the maximum point in the tops.
So save bottom leaves all along, let dry and bag.
Then crush fine and preheat oven to 250 for 5 minutes. Put the crushed bottom leaves on a cookie sheet or piece of foil and bake for 35 minutes.
If we decarboxylate (bake) it @250 degrees for just 20 minutes, we get much much better bioavailability for eating it in anything or capsules.
But, if we do the same bake another 15 minutes, we have started reducing the thc and making the cbd more bioavailable.

Then this was supposed to lead to some UN vote in March that would downgrade canabis internationally and take it off some binding 1961 convention treaty that regulates and controls drugs.....its a big deal because this would open up international trade for canabis and make it more of a commodity for the countries that have decriminalized and legalized.....
For some reason the USA and Japan asked for more time on voting for this so it won't be on the agenda for March....I'm thinking Trump isn't going to do anything prior to election in regards to this issue and will let states decide

When we legalized weed here in Seattle. Then came the biggest homelessness and drug problem ever. If people are stoned or drugged out half the day, it is actually not a good thing. Crime is up because of all of this too.
