You do realize that it's difficult for most military forces to effectively disperse chemical weapons so that mass casualties result, don't you?

HCN is a relatively heavy liquid and doesn't transform to an aerosol all that effectively.

You would need vastly more than 2,500 gallons to saturate a given area sufficiently to kill everyone in that area.
