Here's my take on the phenomenon:

Cherem = Zersetzung = Gangstalking

The Hebrew word Cherem and the German word Zersetzung are the best cross translations for each other in many contexts

Cherem refers to ritual ostracisation in the OT, while Zersetzung was the (100% verified as real) East German Stasi program aimed at neutralising dissidents and troublemakers by a raft of targeted measures which included slander campaigns, covert bugging and gaslighting.

This system was developed over decades and run by Anetta Kahane, overseen by the infamous Markus Wolf. Despite its all-pervasiveness, the program's existence was never acknowledged by the DDR authorities.

It is reasonable to assume that the program's longevity is testament to its efficacy as a means of social control and fine-grained intelligence gathering...

...so, you DON'T have to be a 'schizo-off-meds' to hypothesise that Western intelligence agencies learned of this success and, wishing to emulate it, created their own version whose numerous ostensibly benign visible outcroppings, such as Neighbourhood and Shop Watch etc., served as conduits for slander campaigns and Stasi tactics aimed at those whose only crime was posing awkward questions about just what the f*** was going on and where it was all leading. It appears that following the "collapse" of Communism in Europe, Ms Kahane and her ilk simply continued their old tricks under the new guise of anti-racism.

This frantic scramble toward state actor omniscience was turbocharged in the 90's by the development of powerful database software such as PROMIS, stolen by the Israelis and fenced to any tinpot ruler with the shekels, making the task of systematically compromising Western Lawmakers and potential leaders through bribery and blackmail far easier, while stealthily (and now overtly in China) installing wider reaching surveillance networks than any totalitarian ruler could have dreamed of even a few decades earlier.

Then, more recently, private players such as Palantir appeared on the scene, with capabilities on a par with governments, but for sale to anyone with the (rapidly dropping) cost of admission. In a delicious twist of irony, those state actors that started the ball rolling on mass surveillance will not be able to escape the golem they created in their retirements. Barriers to their victims clubbing together to obsessively paw through THEIR dirty laundry, and learn and circulate THEIR identities in order to put on street theatre performances each time they leave their gilded cages will no longer exist (if their property isn't seized as fruits of racketeering, in which case the cages won't be quite as gilded). Eventually, 'they will no longer be able to walk down the street'.
