He's actually a satirist believe it or not, and that clip is part of his act as Johnathan Pie. Nonetheless the Johnathan Pie character always manages to describe perfectly the situation in the country.

He did an interview iirc at the Edinburgh show a year or so back stating that his career was non-existent and he was failing as an actor/comedian when he was approached by someone from RT who asked him to do the Pie character and all he would need to do is read the script. He's as dodgy as a 3 bob note.
