What the hell is happening to hamburger meat? Just bought "100% Angus" and it had chewy plastic and paper bits in it as filler!!! WTF???

My wife bought me a package of "Ground Brisket" and I'm enjoying a nice home-cooked burger made from this right now and it's amazing.

That's the only way to go. You pay the source for quality, not a middle man. Anywhere else selling you a burger will lie and tell you their ingredients are the best in order to protect their profits. The rancher could do this, but it's much less likely. You have to have integrity to survive being a rancher, in most cases.

Used to eat Angus Bubba Burgers and were considered the better of a frozen burger. My entire family thought they tasted great as well. I bought some a few months ago and thought they tasted a bit off. Bought more last week and asked daughter what she thought "Dad I gave most of it to Brady (our dog). That is exactly what I thought they tasted like... Dog meat!

Buy ground chuck or ground round. These are specific cuts of meat ground up. They make good hamburgers

ground beef can be cow noses and buttholes with gristly and cartilage parts. The plastic and paper you noticed was hopefully just Gristle and fascia. It’s good meat too and less expensive than chuck or round.

Hamburger meat not labelled 100% beef can be any animal meat.

I've never heard of ground brisket. I always buy 80/20 ground chuck.
Of course, no hamburger seems to taste like it used to taste.
