Well, Slow Slip tremors are actually a relatively newly discovered phenomenon, and they're also primarily referring to the Cascadia faults, not the more southerly.

As for the "small tremors" bit... no. It's been pretty definitively determined that while there is some NOMINAL relief of pressure at fault connections, it's nothing near enough to deter any larger quakes - and that is simple common sense, regardless of research. The M scale is for MAGNITUDE - which means each scale marker is a MAGNITUDE higher than the last.

What this means for the theory is that the number of < 5M quakes necessary in a year on any plate to relieve the build up of pressure is SO high that it's essentially impossible. And simple geostudies show that, for example, Juan de Fuca is locked at the pacific plate and has been for a long time, folding in at the subduction - NO volume of small tremors will fix that - well, except the one that actually tips the scale and unlocks the plates. Then, it's a zipper and a HELLUVA ride for me! :D
