I believe they can. Here is the issue though. Most rocket take huge amounts of fuel to achieve escape velocity or to achieve orbit. Once they are travelling at these high velocities, the craft can only be nudged a little here or there, as it would take huge amounts of fuel to appreciably alter the trajectory and momentum they attained in their initial boost phases.

Assuming a craft could refuel in orbit or along its path to a destination in the solar system I see no reason why it could not propel itself in space. But like I said, this is not something that typically happens.

The craft are accelerated to a velocity and if they are an interplanetary craft they mostly just meander through paths that conserve their momentum or add slightly drawing into one gravity well or another along their paths. Propellant is used ever so slightly and sparingly along the way to make minute adjustments. Not much more.

The hose only moves further back when water directed back from the cup is hitting the hose. There are times when it is not hitting the hose but still the cup and the hose doesn't move more, specifically at 38 seconds.

The part with the pen is stupid and only exposes the ignorance of the maker of the video. the pen doesn't expel anything so it shouldn't move anywhere.

The part with the rocket in the vacuum chamber deceptively edits out the beginning where the rocket motor moves before the chamber is filled.

The part with the drone has it close enough to the cardboard to be experiencing ground effect which is why it rises with the cardboard and drops when it is taken away. Have it hovering in the middle of the room and put the cardboard more than a few inches away and it would have no effect.

so essentially you have multiple lies in your video.

If rockets had to push against air then they would lose thrust the higher up they go. In reality, missiles have longer range and higher speed at higher altitudes. conservation of momentum is still a thing.
