It looks like it starts collapsing in the middle of a span, which makes me think it's not because a piling was being washed away. And there was only one car, a few at most, on the bridge. So it wasn't overloaded.

in engineering there is what's known as safety factor

if you want something to carry a static load or dynamic load
or both

you build it with a minimum safety factor of 5x
up to 10x safety factor for longer usable life

meaning if the max. load is to be 10 tonnes
for a 5x safety factor : build it to support 50 tonnes
for a 10x safety factor : build it to support 100 tonnes
